Within the framework of migration
management component, IOM continues to assist
migrants in their voluntary returning from/to
Azerbaijan.
Beginning from 2001, IOM initiated a Cluster program
that enabled a dialogue between the three South
Caucasus and Western European Governments (mainly
Belgium, Denmark, Germany, the Netherlands, Sweden
and Switzerland) to review co-operative forms of
migration management. One of the identified
cooperation areas was voluntary return and
reintegration assistance for inadmissible migrants.
Taking this into consideration, IOM Azerbaijan
started its assistance activities and has
facilitated returns from Switzerland, the UK,
Germany, Hungary, Italy, the Netherlands, Turkey and
Poland. Reintegration assistance has mainly included
the following:

Meeting migrants at the
airport upon arrival

Accompanying to safe
accommodation

Interviewing for push factors
to leave the country and pull factors to return

Assessing reintegration
needs
-
Setting-up a
revenue-generating activity, e.g. small business
-
Purchasing professional
equipment and tools
-
Providing additional
financial assistance to vulnerable cases
-
Assisting with identification
of returnees citizenship
-
Issuing documentation
necessary for travel.
Reintegration assistance also
included educational activities, employment and
temporary housing. In future it may be expanded to
vocational trainings, medical and psychological
counselling. In order to minimise difficulties with
re-adaptation, returnees are provided with realistic
information on the political, economic and security
situation in the country of origin. IOM Azerbaijan
is preparing up-to-date information packages that
include data on the situation of the labour market,
state of real estate/housing market, possibilities
for re-registering children in the educational
system, and legal aspects related to return.
On the request of IOM offices abroad IOM Baku
provides transit assistance to migrants traveling
via Azerbaijan facilitating smooth travel to reach
destination.
